Sevastopol is probably the most famous city of the Crimea. Unlike Yalta, it's not the resort area. Yet, there is a tendency to become some day.
The central part of Sevastopol is located within the quadrangle limited by the Lenin Street, Prospect Nakhimova and Bolshaya Morskaya Street, and probably the best hotels are located within that area.
Public transport is quite reliable, but one has to be ready to read and/or speak a bit in Russian.

Best Western Hotel Sevastopol - is probably the most central point. 5 minutes walk is enough to reach Sea Port, Municipal Administration, Aquarium, Dolphinarium, Art Gallery, Black Sea Navy Museum.
Ukraine Hotel - located not far from Panorama Museum. It overlooks the Ushakov Square. Hotel is quite big.
Olymp Hotel - is located two quarters down from the Ukraina Hotel. The Olymp is small. One might consider the Olymp the best value hotel due to the location and price.
Delta Hotel - is cheaper, but it is located 20 minutes away from the centre by public transport. It's a nice private hotel, though it's a bit difficult to find it. Anyway, one can get to the ancient Chersonesus in 10 minutes by foot.
Golden Symbol Hotel in Balaklava - is a small comfortable hotel, situated in Balaklava right on the quayside.
